RAD/Blend for Small Housing Authorities
The Penns Grove Housing Authority completed its application for the Streamlined Voluntary Conversion Program and was waiting for an approval from HUD. The Housing Authority was subsequently notified that there was a lawsuit that prevented the Housing Authority from moving forward with the SVC Program unless it cold proof that it was less costly to convert to Section 8 from Section 9, which it cannot do. As such, the Housing Authority is switching to the RAD program at the recommendation of HUD.
The Penns Grove Housing Authority, NJ074, is proposing to convert its entire public housing portfolio to Section 8 under the RAD Blend for Small Housing Authorities. The conversion includes two (2) separate sites listed in the PIC system as one (1) Asset Management Project (AMP) as Project NJ074000001. The Housing Authority has 153 units (83-elderly & 70-family).
The Penns Grove Housing Authority will retain title to the property and continue to administer it as affordable housing for low-income families after the release of the Annual Contributions Contract/ Declaration of Trust. A resident meeting was conducted on October 25th, 2022, and October 17th, 2024, to explain the conversion process and resident impact. The Housing Authority is [proposing to convert its units to Project Based Assistance (PBV).
The Penns Grove Housing Authority anticipates closing on the conversion early 2025.
The entire process can be expedited due to there being no relocation contemplated. However, the schedule is subject to change due to factors beyond the control of the Housing Authority
In conclusion, it should be noted that the conversion of these apartments will enable the housing authority to have a better and more reliable funding source for its maintenance and operations of the units. In light of the fact that the capital funds for maintenance of public housing have never been enough to keep up with the demand, the additional funds generated through the conversion will enable the housing authority to upgrade its housing stock and maintain it for years to come. This conversion will ensure the long-term viability of both properties for the elderly and families.
